Its a big deal because, aside from everything else, any construction on any government owned buildings requires a approval process that has not been done. This approval process is because the US taxpayers own this building, the president does not. They (the administration) are claiming that only “construction” needs to be approved and “demolition” does not, this is why they went ahead and started this project without approval.

Afaik they have not put in the plans to the planning board or whatever. Basically they did not go through the right procedures but literally just started demolishing the building.
If they submit plans they will have to disclose what they are doing to the underground bunker.
