The thing about all these conspiracy theories about false flag killings, is why would you choose such an incredibly risky way, where the target could just as easily be accidentally killed if you get the windage wrong?
The reality is that is vastly more likely that they were trying to kill ICE employees, but since they were blindly firing at a van, they only hit detainees.
I don’t condone violence normally for any reason, but anyone who does this to anyone clearly deserves a wooden board to the face.

Still similar advice, get away, have a manager or ally deal with them. The point is to try and deescalate by removing yourself from the situation. If they prevent that and continue escalating then you escalate to the level needed to get away and call the cops on them.
