This is not misandry, in just the same way as having a woman antagonist in a story is not misogyny. There is no direct or implied generalization here, it just shows a single guy being an asshole. If you feel attacked by this comic, it’s time for some serious introspection.
This comic on its own is not misandry, but Pizzacake sure is a mysandrist due to the frequency at which they depict male characters as the badguys in their strips. It’s certainly quite notable.

As a guy I don’t see how it affects me. It’s literally one man shown in the image. I did not get a feeling of “Great now they’ll think we’re all like that” or “Oh geez you mean people hate when I say those things to them?”.
