You’d think if that was their plan they wouldn’t have sat back and watched Iran kill tens of thousands of protesters earlier this year.
It’s always their plan to try and mobilize the local population into regime change, it’s a common CIA playbook. If the citizens are killed in the act the US doesn’t care, it’s not their citizens being massacred, it just means they need to switch gears and find other options to start applying pressure.
