    Not just South Korea, any foreign manufacturers operating in the US should assume these raids are coming as a negotiation tactic. They’ve made it clear: bring your people and IP, then get out and hand it over to the US.

      He’s not writing an essay. Was instead of Were is less formal but not incorrect. It is accepted through common usage.
