You absolutely can find out a lot of information with a VIN. That search though legal will cost and leave a trail.
Take a picture of the VIN! It’s on the windshield at the bottom. Sometimes other places too

It’s tied to the title and if it’s a private vehicle will tell you who the owner is. Theoretically.
Do average citizens have access to that information though? I would think it wouldn’t show personal information.
Well, consider a Nuremberg Trials situation where these people’s actions are brought to light. You might not be able to do anything immediately, but their actions can always be documented and preserved.
