Behind most card payments in Europe stand two American giants, Visa and Mastercard – a dependence recently thrust into the spotlight. IANAL, but 3rd party payment gateways cannot legally accept anonymous electronic payments for the merchants in the EU. So even the projects like Taler, trying to meet the regulators and law enforcement half way, are probably de-facto illegal to use.

Taler is officially launched in Switzerland. - If Switzerland can adjust legislation to allow for this, then anyone else can, too.
