Except in MAGA world everything is made up and the rules don’t matter.

We’ve been sliding this way since the US “police action” in Vietnam. The pre-authorization for Bush to go to war with Iraq was Congress’ big final step in abdication of its war declaring duties. Probably won’t see Congress ever be required to declare another war.
