      In larger US states, yes. Typically north/northwest, like in Upstate New York.

          Depends on where you are when you say it. To anyone in NYC, that’s probably true. But don’t say you’re in upstate NY if you’re in western NY.

      In this context it probably just means from the lowland of the state to the mountains.

          Because the term upstate is mostly used in new york/ east coast

          Nobody says upstate Texas
