I don’t know why clothes that have sat around for a long time get funky but I don’t think it’s dust per se. Keeping clothes in a drawer generally keeps dust off of them but they still get funky.

If they do you might have high humidity. Depending on the climate you live in better ventilation might help.
Dehumidifier in the summer, particularly in basement areas, is a good idea as well. The AC will lower humidity, but depending on your setup may not fully lower it to the right level.
The dehumidifier will heat up the room, the AC will have to run more, and your electricity bill will be an absolute doozy.
Vastly cheaper and healthier than mold.
Never fuck around with water/humidity in your home. Do it right.
There’s dust in closets, too. I just bought a 3-pack of zippable plastic dust covers for all the hanging clothes I don’t wear often because they were getting dusty AF.
Dust is primarily dead skin. So wherever you go. Dust goes there too
The dust is coming from inside the house!
And it can fairly easily carry on the air. So if air flow can get there, so can dust.
PSA: Change your HVAC’s air filter if you haven’t yet this quarter.
Is the recommendation really quarterly? I’ve usually done twice a year but might have to step out up.

I have heard both quarterly and twice a year. There really is a ton of ‘it depends’. Mostly, does it look caked on after a quarter? If not, twice a year is fine. Some people’s places are really dusty.
Depends on the thickness. The thin ones need to be changed more than the thick ones.
Inside my body must be very dusty, because I’m dead inside.
