If Visa and Master are can prevent me from buying porn, why can’t Penske prevent ICE from terrorism?
Money. It always comes back to money. And while Penske may not have “authorized” use of their trucks (like they’d need to anyway), they got theirs and otherwise couldn’t care less.

“Penske strictly prohibits the transportation of people in the cargo area of its vehicles under any circumstances. The company was not made aware that its trucks would be used in today’s operation and did not authorize this. Penske will reach out to DHS and reinforce its policy to avoid improper use of its vehicles in the future,” the statement continued.
Weasel words. “Reinforce its policy”, is not the same as actively denying the DHS to rent their trucks. They’ll still rent them the trucks and then “reinforce” their policy every time the DHS breaks the rule.
