“Russia Russia Russia. Why does everyone think Im in cahoots with Russia?”

I wonder if he thinks people don’t notice, or dont care? Or maybe its just, he knows he can’t literally laugh and say “what are you going to do?”, if he wants people to keep letting him do it?
