Not sure about the US, but what I was taught here in Norway during my time in the army is that the colors are to be separated by cutting the seams so that the individual pieces no longer constitute a flag. Then you burn the individual colors. I imagine separating the colors would be a PITA with a US flag.
If the flag touches the ground, or becomes torn, I’m pretty sure you’re supposed to burn it.
How about if you molest it with your greasy cheeto fingers for a photo op?

My son and I were involved with boy scouts for a time. They did separate the colors for retired flags and yes it did take a while.
I feel like a paper cutter could be considered valid for disposing of the flag
