No. Invaders don’t necessarily terrorise local population nor they are necessarily staying permanently in the territory invaded.
Terrorism is an action or threat designed to influence the government or intimidate the public. Its purpose is to advance a political, religious or ideological cause.
The aim of so called “settlers” is to create fear which would make people (“public”) to leave and therefore to advance “settlers” ideological cause.

Settlers are valid military targets as they are quite literally invading sovereign territory.
